Vasil Kisil & Partners acted as a legal counsel to an international foundation New Horizons for Children on the establishment of a family-type children’s home in Lviv region, Ukraine.

New Horizons for Children (NHFC) is a US-based non-profit organization which has been helping vulnerable and orphaned children in Eastern Europe, Africa and Central America since 2005. The mission of NHFC is to ensure that every orphaned child finds a family and receives care and support in challenging life circumstances. Since the beginning of the full-scale invasion on 24 February 2022, NHFC volunteers have been directly involved in the evacuation of orphaned children from the areas of active hostilities.

The Vasil Kisil Partners’ team helped NHFC establish a charitable organization in Ukraine and developed a contractual framework for its activities. Then Vasil Kisil & Partners provided full legal support for the first large-scale project of the Foundation in Ukraine named “Home of Hope”. The project included purchasing a house and land plot in Lviv region, transferring them to foster parents for free use, negotiating with local authorities and establishing an official family-type children’s home.

As a result, a Ukrainian family of foster parents and 7 children now have a new home. This is the first family-type children’s home to open in Lviv region since 24 February 2022. The project was implemented within the framework of the Memorandum of Understanding between NHFC and Lviv Regional Military Administration and became an example of successful cooperation between local authorities and an international non-profit organization. NHFC intends to continue charitable work and further expand its activities in Ukraine.

Dr. Sherri Lynn McClurg, Director of NHFC Ukraine: “The Vasil Kisil & Partners’ team has been an integral part of our project. Their dedication to detail and integrity have helped us navigate the complexities of working in a foreign country as we seek to fulfill our mission to help care for children. Their professionalism, knowledge, and compassion for our mission is commendable and has contributed greatly to our success in completing this first Home of Hope”.

The Vasil Kisil & Partners’ project team included counsel Anatoliy Pashynskyi, associate Marko Holovach, junior associates Maksym Vasyliev and Anna Odynokova.
