3-4 December 2008 IBA (International Bar Association) held its International Conference entitled "Law Firm Management" in Moscow. This traditional event brought together top-managers of Europe's first-ranking law firms.

The discussion was mainly focused on legal profession regulation, business administration, law firm marketing and promotion, law firms mergers and acquisitions and prospects of establishing CIS lawyers' associations for antitrust law.

As part of panel discussion dedicated to legal practice growth and management, Oleg Makarov, Managing Partner of Vasil Kisil & Partners provided comparative analysis of the main trends in legal profession regulation and deregulation in Ukraine and Russia, commented on aspects of legal services in terms of business activities, as well as exclusive domains and privileges of regulated professions. As a member of working group for drafting the Law on the Bar, Mr. Makarov believes that founders of attorneys associations may only be practicing attorneys operating pursuant to statutory requirements and conforming to certain criteria. This would allow Ukrainian attorneys to gain additional market advantages and strengthen their positions which, unfortunately, did not happen in Russia where there are no restrictions in respect of foreign attorneys so far. The speech delivered by Oleg Makarov aroused great interest and engendered a fruitful discussion.
