Tax system reformed addressed by EBA Tax Committee Meeting

On October 10, 2008, Vasil Kisil & Partners' associates Yury Grytsenko and Oksana Franko took part in the European Business Association Tax Committee meeting devoted to the preparation of a position paper on tax system reform and conceptual ideas to be reflected therein. The meeting was focused on several problematic issues such as quality of the legislative regulations, great number of existing taxes, as well as other relevant matters.

As of now, Ukraine has more than 710 different taxes. The participants considered to propose to the government that only taxes that more effectively fill the State Budget should remain in the system and some taxes should be combined. At the same time, the participants did not exclude the necessity to stipulate new taxes. The members of the Committee also offered to put into the report the idea of creating the tax attractiveness of Ukraine, which would help companies’ assets to remain on the territory of Ukraine.

The idea of addressing the position paper not only to the government, but also to the National Security and Defence Council was discussed as well, since the decisions and recommendations of the latter can be implemented in President’s Decrees.
